piers (foundation)not a manufactured home

not finding a clear answer for a house on piers, GLA 1600, this portion of handbook applies to manufactured homes only? if the piers are 6x6 p t set in concrete forms below frost line (4') could that meet minimum FHA requirements? boxing with lender, need a leg to stand on...thanks
 
piers foundation

very rural low density property, so far only found doublewides or seasonal cotteges with similar ... they want an FHA appraisal and bank insists it meets requirements, inspect tomarrow
 
At least one side of the house must have a continuous footing that connects all piers on that side. This footing must meet the code in affect at the time it was installed. (depth, mix, rebar, ties, etc.) Since footings are not always visible you must look up the permit that involved the foundation.

I don't know where to find it in the handbook. I got it directly from FHA Architecture department years ago
