Possible issue with bathroom ceiling

Recently inspected a property with some form of black-greenish substance on the ceiling in the bathroom, I submitted the appraisal with several photos of the area and submitted the report "subject to inspection". I stated in the report that I was not qualified to make a determination. Management company has come back and asked me what time of MOLD inspection is needed?
 
You called it out so is it just mildew from no bathroom fan which bleach will kill or a serious mold problem? My guess is not serious mold but you called for it.
 
Whenever I see some brown specks on the ceiling above the tub shower, I would wipe it in case it's the start of mold.
About every few months, I use my extra electric toothbrush (I have many) and clean what I can on the tiles and ceiling.
Supposedly my contractor said he painted the ceiling with mold resistant paint. I hope he's right.
 
Unless the roofs leaking or it's a two story with bathroom plumping that's leaking down to 1st floor 90% of the time it's mildew or non dangerous mold which common bleach and TSP will remove.

A full on licensed mold inspector can be hundreds of dollars to tell you it's mildew from no bathroom fan on or window closed. I would not make subject too but just noted it so owner could determine the fix which owner or handy man could do.
 
30 years ago, my brother in law moved in with his parents.
It was a new home. 20 years later or so I went to the main bathroom and couldn't believe the condition. Did he not turn on the fan and made the bathroom into a steam room?
The walls and tub glass appear to have some black spots. And the vinyl floors appear worn from water. Years of appraising, I haven't seen such an unsightly bathroom.
