It's none of your business as an appraiser.....unless it's a health or safety issue. The wires should be capped and a metal plate covering the outlets should be installed. Appraisers should not try to be police or moralizers.
 
How do you know it was a pot room? It could have been a sex room. You need multiple vents and additional power sources when the...uh.....well.....never mind.....
 
Hey, try scraping the walls for THC to make hash. Maybe it will add value. I would think they might burn the house down as a pre-caution but them the whole neighborhood would get high.

Pot is not like Meth with dealdly chemicals where it has to be disclosed on a TDS or what not. It's a weed. Just appraise as is and if you think the holes or electrical are odd or need to be removed, repaired or replaced just say so. Unless there is a stench that won't go away it shouldn't effect value. Unless you are "paranoid" or something.
