Public Vs Private Water

Well I have always believed that a public water source is a public utility like City of Phoenix or City of Scottsdale or City of 'you get the idea'. I have always considered water service providers like EPCOR and what was that one up in New River, as Private Water Companies.

So today I have some info from a borrower about the Adaman Water Company which serves some 300 customers in an unincorporated county island with Litchfield Park addresses.

EPA apparently classifies these Community Water Systems as Public Water Systems if they meet certain criteria. EPA registers them and gives them a PWS ID Number provides information and guidance for things like a Consumer Confidence Report. So if a US government agency calls it a Public Water System is it a Public Water system for a VA appraisal?

Anyone out there have any thoughts on this ??? TIA

I would consider it public water because it serves a community. A private system normally is a well that serves one or a few owners and it can go dry. You don't need a well cert on the system you are describing.

Valley View Estates Residents Vent Tears, Frustration Over Lack Of Water

ARCHBALD -- Outraged residents met with Archbald council Wednesday night over conditions in the trailer park where they live.

It's been two full days the Valley View Estates community has been without water all because the landlord hasn't paid the water bill in months.

Residents of the Valley View Estates trailer park say the water was shut off Tuesday morning and it's because their landlord is months behind on paying the water bill with an overdue balance of more than $50,000.

Pennsylvania American Water gave the community a water buffalo but residents say that was emptied before nightfall.

They are asking borough council for help.

“There's 52 trailers, children, elderly people, disabled people, what are you guys going to do for us?” demanded Sharon Williams.

Newswatch 16 spoke with the landlord, Eugene Egan, by phone. He says he made a payment of $10,000 to that water bill in the last two days but the water is still not being turned on.

Pennsylvania American Water is a public water supply, which supplies the community, however it is the community that is responsible for paying the water bill, not the individual owners of the "manufactured homes".

We just call 'em trailers out here.

Thank you Mike - Lots of info and I have been pouring over it for days. Just trying to be sure others believe that others believe it as well. This new definition of public conflicts with everyone's understanding of the term. These properties are ALWAYS shown in MLS to have "Private water"

Thank you again Mike. You can see the irony however that the definition of a "Public Water System" includes a "Non-Public Water System".

Our Health departments require testing if 4 or more people are on the same well. And its a PITA to value a place on such a system since these are almost always informal and have no shared well agreement.
