Well I have always believed that a public water source is a public utility like City of Phoenix or City of Scottsdale or City of 'you get the idea'. I have always considered water service providers like EPCOR and what was that one up in New River, as Private Water Companies.
So today I have some info from a borrower about the Adaman Water Company which serves some 300 customers in an unincorporated county island with Litchfield Park addresses.

EPA apparently classifies these Community Water Systems as Public Water Systems if they meet certain criteria. EPA registers them and gives them a PWS ID Number provides information and guidance for things like a Consumer Confidence Report. So if a US government agency calls it a Public Water System is it a Public Water system for a VA appraisal?
Anyone out there have any thoughts on this ??? TIA
