Question about flat roof

I am doing a FHA appraisal and the family room has a flat roof. A second story bedroom has a standard size door out to the flat roof. Is this roof/deck required to have safty rails? Thanks for your help.

I'm not aware of a HUD guideline to that effect.

So you need to decide if you consider it a safety concern and condition the report accordingly.

I personally would consider that a safety concern and condition for railings or blocking the door

FHA still goes back to Safe, Sound, and Sanitary. If having rails would be considered a safety issue, then yes. If you don't think so, then no. Call the direct endorsement underwriter if you still have a question.

Safe, Sound, and Sanitary? I thought it was Safeness, Soundness, and Saleability? Or was it Safety, Soundness, and Shaolin?

The reason for some confusion about the three S's is because it 4150.2 the three S's Rule are Saleability, Safety, and Security. Then in Appendix D the three S's Rule appears to have changed to Safety, Security, and Soundness.

Back to the OP's question. The situation as described sounds like a saftey isssue. Essentially the same as a deck situated well above the ground with no railings.


EDIT: Another reference to three S's occurs in 4150.2 in the section of "Defective Conditions" where it lists examples of defective conditions and finishes with "other readily observable conditions that impair the safety, sanitation or soundness of the dwelling"
