Scope of Work/Add 3PCLS & 8 Acres

I've been assigned, accepted and submitted a FHA appraisal on a 1 1/2 Story bsmt home on 2 acres. NOW the client says that I'm to include three other parcels all with their own parcel numbers, legal descriptions and one of these three is 5.06 acres - LEGAL and zoning conforming. The remaining two are non-conforming to zoning. However, many other parcels in this area with 2 or less acres. So a variance can be granted. Did I mention that it's for an estate? The AMC keeps pressuring me to add 8.12 acres and not give these additional parcels any value, oh and this "does not change the scope of work" according to the AMC appraiser as this is "excess/surplus land". I have repeatedly told the AMC that the scope of work has changed. Now they're threatening non-payment for work that I did do. Anyone else encounter this garbage?

Not part of original sow. Up to you to decide if its excess or surplus. Sounds like your last assignment for them. I haven't had it happen before so not sure the best way to handle it. If they don't have any value why do they need you? They can just sign off that they have no value. I can tell you for sure I would not blindly say they have no value.
 
I would tell them that I completed the report to the letter of engagement and I am done with the report and will not revisit it.

It's clearly a new assignment and a new SoW. Stand your ground. If they refuse to pay you, file a complaint. If you still don't get paid, fire them and consider the lost fee as payment for a lesson well learned.

Imo, their added SOW sounds not right anyway because from what I understand, FHA does not allow inclusion of excess parcels.
 
Yeah.. you shouldn't accept it... but sometimes the time and money you lose trying to collect far exceed the time and money you lost from the deadbeat. That's a business decision.

Weird. You have an FHA assignment(case #) and have added that this is an estate assignment. So is this a purchase or refi, ??

FHA Handbook 4000.1 11/09/2021; there is a section addressing excess land and how to handle it for: Title II forward and reverse mortgages. Page 582

This gets a little tricky. So you have to be more precise and descriptive of what your actual assignment is.

1. Refi
2. Purchase
3. Estate

Joyce, remember awhile back I had a somewhat similar assignment? I know you remember and I finally figured ut what to do PER HUD. The 1st appraisal I submitted did not comply with 4000.1 BUT would have been just fine for a Conventional loan.

I would love to see the OP's original engagement letter. I bet they hoo-dood the OP.
