It's another version of a Yurt, or tiny house, or RV parked on a lot....there are many low cost housing options, it's the price of the lot, then sewer hookup or septic etc. The total package of 20-30k is cash the low income buyer lacks and typically these kinds of purchases can not be financed. If a housing entity wants to subsidize them to qualified buyers, typically CRA subsidized housing and habitat for humanity does improve neighborhoods and people usually take better care fo a house they own vs rent.

Expecting to cure the problems of homelessness or addition....we need mental health services and addiction treatment for that. Low cost housing owned can be a foothold out of poverty for those who do work yet are stuck in a rental cycle.

Agree 3D printing might in future be a great way to build garages, sheds, out buildings, patios...
