To 1004D or not to 1004D what is the difference?

I have an FHA that was completed and seemed to have sat on the market for approximately 35 days when the order was placed it was put on hold because the house was not done and for me to wait till it was 100% complete. I finally after 3 weeks received the call and did the inspection because it was complete and of course there were outlet fixtures missing, counter top not installed/sealed and the foundation under the patio threshold was not complete, so I "subject to" the repairs. Now they requested a HUD compliance inspection 92051 not a 1004D, I thought all finals needed to be on a 1004D. And do I need to have the plans and specs for this new construction for the HUD 92051.

I read Mortgage Letter 2010-13 which talks about the 1004D but nothing about the HUD 92051.......I was under the understanding that only the 1004D was to be used for FHA New Constructions and the 92051 for exsisting properties 1+ years?. Where can I find clarification? I have been all over the 4145.1 book! Please helpm2:

New construction and mfg homes are to be done on the 92051 form.
 
Repair inspections...

So a 1004D is for existing structions so no builders plan and specs needed and the 92051 is for new consruction which in that case the builders cert, builders plans and specs are needed, do I got this right, now?

Builder's plans and specs are required on homes less than 12 months old.
 
Ok I just read it and I was right, the 1004D was adopted and is suppose to be for repairs and completion on new or older properties:

SUBJECT: Adoption of the Appraisal Update and/or Completion Report (Fannie Mae Form 1004D/Freddie Mac Form 442/March 2005)

The Federal Housing Administration (FHA) is adopting the Appraisal Update and/or Completion Report, Fannie Mae Form 1004D/Freddie Mac Form 442/March 2005. This is a dual-purpose form. Part A, Summary Appraisal Update Report, provides for updates of existing appraisals when the appraiser concurs with the original appraisal report and updates the appraisal by incorporating the original appraisal report. Part B, Certification of Completion, provides for compliance repair and completion inspections for existing and new construction dwellings. This mortgagee letter is effective for all case number assignments on or after January 1, 2010…


I also keep bumping into this with the local builders but I kid you not they keep saying they have never been told that they needed to provide the appraiser plans & specs or that the utilities needed to be on upon inspection to test water pressure, temp. and outlets, a/c and heating. Really? Is it just me or is there something wrong going on?

I can't remember where...but I think I read somewhere that if the house is 90% complete or more...plans & specs are not required. Where did I read that?
