If deadbeat owner hasn't been paying the property tax in past 3 years, would you comment it in the report.
There's really no need to mention but should I?
 
Good day, Tax collection is the responsibility of a specific group of people. A competent closing agent will discover unpaid taxes in the normal course of business. There may be increased liability for an appraiser to try to step into a role of unpaid tax collector.

You are the appraiser. Your job is to develop and report an opinion of value for the subject property. Relevant facts should be reported. What is relevant? You are the appraiser for the assignmen. You decide.
 
Depends on who is the client what is the intended use and any identified Intended Users.
 
I have as one of my conditions, “the appraiser assumes all mechanicals are in working order and there is a clear and marketable title”. This means that the closing attorney sees to it that all taxes are paid.
