I searched the US Copyright digital records and cannot verify if the URAR is a copyrighted document. GSE's are not privatized and being a quasi-government entity I wondered about this.

Maybe Danny Wiley will see the post and respond.

Fannie's Website addresses copy right issue's on forms. It appears no copyright but no altering forms or proprietary information. Go to their website for details. But the forms you use your printing and copying as they don't sell forms so there's your answer. Lol

My recollection is that the form was not copyrighted by design. Wish I could remember where I read that some 20 years ago.

Does it matter? It's the (FNMA) forms they require for Banks/Lenders and if it doesn't fit in their box, it won't be accepted.

Wanted to use it to possibly teach an online class and did not positively know if legal permission was needed or not.

To you and all appraisal instructors....

Do you ever suggest to your students....
Becoming AF members....

And if you do....
Do you prepare them for what they'll read....

Would you point to where you found the non-copyrighted indication on their website?

This is what I find:

Using the FNMA URAR Form 1004 in an educational setting without explicit permission from Fannie Mae may still fall under "fair use" in copyright law, but this depends on several factors. Fair use typically allows copyrighted material to be used for purposes like teaching, research, or commentary, provided it doesn't harm the copyright owner's market or value. However, fair use is not guaranteed, and the specifics of how the form is used (e.g., whether it's reproduced in full or in part, and the context of its use) are critical.

To be certain, it's best to consult Fannie Mae directly or seek legal advice to ensure compliance with copyright laws. Let me know if you'd like help finding more resources!

So then for USPAP instructors do they obtain permission?
Second, how does your State Law impact "teaching"? What do they require?
Just thinking outside the box a bit
