Quick question, is one required to be a VA approved appraiser to review a VA appraisal? Assuming that the reviewer has an understating of VA requirements either way.

Required by who? I will allow you to review my VA appraisal.
 
It's my understanding only the VA can make a VA appraisal review request. The order would come through the portal, not from a lender/AMC.

should the order come from an AMC, am i to assume that the scope isn't to review the appraisal for VA compliance but rather to just review the report as i would for a conventional loan or a non-VA appraisal? I guess the core of my question is if i were to receive an order from an AMC to review a VA appraisal, can i accept the order as a non-VA approved appraiser?

It would depend on the scope of work requested by the Lender.

I would think if it were for the VA they would select the reviewer. It may be a report that was for a VA loan initially and now being used by a lender for an in house loan. Their underwriting policy may require a review from someone other than an employee when using an appraisal they did not commission.
 
I have been on the VA panel for seven years, and I have never been asked to complete a review. All the VA reports are reviewed by the VA or by a trained Staff Appraisal Reviewers at the lender when the loan is originated. Any reviews outside of that, are probably originated with the lender and do not go through the VA pipeline.

No, anyone can review a VA appraisal - your own kid can for that matter. As for a review that is legitimate and has any teeth? Depends on what type of review, who is doing it, how they're related to the appraisal process, etc. Your question is fairly vague. Why do you want to know?

i have a company that sends me VA reports for review and ask me every time if im still a VA appraiser.
 
This is probably for a lender overlay. I know that Quicken Loans orders these from time to time. They do not care about the VA appraisal guidelines, only if the value is supported. Your review is only for the lender and not the VA. Like stated above, only the VA (Staff / SAR) review for VA compliance.
