Rocco- I have no idea what the experienced appraiser thing is a about because its a basic question of is it a Health & Safety Issue ? In your case you want a definite answer to a question that is not able to be cited in a handbook or guideline. In my State a general peer consensus is the PRV valves outlet should be directed away and a down spout or hose directed down far enough or out the side of the house or even into a main line so that when it blows nobody can get burned with hot water.
In Alabama from what you described it would be prudent to call for one to be installed as its a cheap and easy job that can be done for very few dollars. If that answer does not make you sleep at night then Call your RLC or Send them an- E-Mail.
