Water leaking in garage

I saw this home and downstairs garage had leaking water along edge of floor from rear to front drain.
I asked why leakage? Is there a broken pipe?
Owner said there's a underground creek and water has for decades seeping via the foundation into the garage.
I haven't encounter this before. Is this bad?

Excess water in California? I would add value for an untapped water resource and make the appraisal contingent upon the owner sinking a high-flow well and roadside stand.
 
By the way, this time we want to see a photograph of your dilemma. You can leave the address out. Consider this your "proof of life moment".
 
It might be bad. Houses and water usually don't do well together. I would condition the appraisal on examination by a qualified expert.
 
Ok, so back in the day I appraised a home ‘with a creek running through it’. Custom home on the golf course. They didn’t tie the floor of the foundation to the wall correctly and didn’t seal it. The water table was such and the placement on the side of the hill such that there was a spring that flowed through the home’s basement and cigar humidor room, out through the garage. Cost to cure was ‘WOW’ as it would require, at that time, huge bucks to open up the side Of the home, seal the wall. Engineers said the water flow through the home would be significant damage.

Now today, with the elastomeric materials, as the continued water flow could prove damaging to the foundation, etc, Disclose and recommend (assuming not FHA) that the wall be treated with the new elastomeric water sealant to stop the water flow. The water running through the wall can and will damage it. JMO
