What's a "CPE" ?

I'm dealing with a reviewer at a major AMC, based in PA.

I asked the person if person is a licensed appraiser. Said yes.

Not listed on the Appraisal Subcommittee list of appraisers.

Got a msg back today saying is a CPE Certificate number AV000973L EXPIRATION DATE 6/30/2009
 
From the Pennsylvania State Board of Certified Real Estate Appraisers

This is prohibited:
Performing valuation of real
property for ad valorem tax
purposes without current, valid Certified Pennsylvania Evaluator (CPE) certification 1st offense—$500
2nd offense—formal action

Certified Pennsylvania evaluator—An individual who has completed a minimum of 90 hours of basic courses of study covering the appraisal assessing profession and has successfully completed a comprehensive examination covering all phases of the appraisal process and the assessment function established by the assessment statutes of the Commonwealth.

Assessors and revaluation company personnel who receive certification as a Pennsylvania evaluator may perform appraisals of real property only in limited circumstances, that is, for tax assessment/governmental purposes.

So a CPE is actually not a 'licensed' Certified or Licensed appraiser. Only has taken classes, taken a test, and registered with the state.

Apparently not required to have any actual real world field experience, unless the are (or have been) working for a county assessor or similar gov't agency, which is totally different from performing Market Value appraisals per our definition.

Yet these folks are performing as review appraisers for our work!

Isn't life as we know it wonderful!

[In WA, taking 90 hrs is required prior to registering as an Apprentice Appraiser and actually doing non-gov't agency appraisal work.]

Seems to me a CPE is OVERqualified to do reviews.
