I've seen this error so many times in reports I have reviewed and now other appraisers who review reports are seeing it too.
Not a clerical error. It's a matter of "didn't know any better." A deficiency in the quality of the work under review. For mortgage lending uses this creates a possible appraisal deficiency which could be used in a forced buy back of the loan and should (must) be reported to the review client.
