Licensed FHA problems

They will soon line all FHA approved Licensed appraisers up against the wall and , well , you know.Good riddance I say.15 Years FHA experienced be damned..
 
I love all this grammar correction, it makes me feel like i am in school again. The examples you are making are different. Congress is claiming that licensed appraisers are at higher risk of appraisal fraud. I do not believe this to be true, but i will do some in depth research to get to the bottom of this. We all take the sames classes, we all have the same training. Certified appraisers and Licensed only differ in name. All the bad appraisers i know are Certified. I would like to ask some licensed what classes they have and compare those to certified in the same areas. I know in Washington there are a few companies who offer training. There are limited courses, and they are for anyone whom wants to take them.

Keep in mind, we all fill out the same forms. We all have the same access to knowledge and we all share the same requirements to fill out the forms. Lets have 4 licensed appraisers fill out a 1004 and 4 certified fill out a 1004 and turn them in to FHA and or congress and see if they can pick out the licensed reports from the certified. There are bad apples in every field, however this move by congress is nothing more than discrimination and unfair. Maybe discrimination is not the proper word, although it seems to fit. I bet you can not tell the difference between the two professional designations by looking at a generic form, like the ones we fill out on a daily basis. Again there are some bad apples, however not 26,000+. In a time of such economic hardship, what a bunch of ****. Also places like Michigan which have a 66% licensed to certified will suffer from lack of appraisers. I actually believe that is why all licensed are not yet gone. I offer a challenge to anyone who thinks they can tell the difference between a report performed by a licensed and certified, both of which have similar time on job. I sure hope someone picks on the loan officers who undermine our authority instead of picking on appraisers.
 
It is ironic that the government mandates the minimum requirements for licensure, and states what the appraisal license level can legally do in the profession. Basically the government policy is those holding an appraisal license can appraise residential homes with a transaction value of less than one million. The vast majority of FHA loans fall within this catergory, but yet another arm of government is saying these licensees are not qualified to do their assignments. One branch of government totally contradicts another government departments policies. What a shock !!!

For those who think more government control of the profession will clean things up, just haven't been exposed to the reality of government enough, please go hang out at the post office or the DMV until this notion passes. The only clean up would be total transparency of the entire lending process with proper accountability and enforcement.

This entire policy switch is just yet another "fix" that does not address the real issues, instead of picking on the licensees, spend the needed time and funding to properly review the appraisals completed and kick those off who are not cutting the mustard no matter what level they are. More important, get back to the policy of having each appraiser directly send a report to HUD to eliminate the lenders from round filing the reports they do not like.

I have read on the Forum recently, that Florida leads the nation in Mortgage Fraud. If Licensees are the bums that some believe, how can this be, the State of Florida does not even have the Licensee level for appraisers... :shrug: Maybe there might be more to it than the level of licensing for the appraiser... :shrug:

Thanks TJ, you are on the money. In the early 90's i felt like i was respected and an important part of the system, kind of like a police for bank and real estate transactions.

Sign me up. I will gladly turn in an appraisal. And the difference will be easy. I will bet on it.

The problem is in the states that have the licensed level, there were thousands of new Licensed appraisers....tens of thousands in the last few years. They are untrained, have no clue what they are doing and are undereducated. Most took the easiest way to get a license under the tutelage of people who were unqualified to train them, and didn't train them correctly. They gave them a list and turned them loose.

Do some review work....it is obvious.

For those long time qualified licensed folks you are being screwed by the new people and the people who trained them.

The government has to somehow increase the level of competency, and this is one of the only ways they can do it. The handwriting has been on the wall for a long time.
 
I agree that there are many, highly qualified, professional Licensed appraisers, but I don't agree that they are being blocked out of the profession. Each and every one of you had the same opportunity I did to sit and take the additional, mandatory classes, log the needed hours and sit for the exam that would grant us the additional status of Certified Appraiser.

When you ask MANY of the licensed appraisers, why they opted to not distinguish themselves with the higher license level, their answer is almost always, "The only reason to be certified is to do reports over $1 million, I don't need it, so why spend the money and time to upgrade".

Sorry, the rules have changed, and every one of us is exactly where we intended to be, as a result of our action or inaction.

If and when HUD decides that only Certified's can do FHA, the licensed appraisers will still have non-FHA work and non-bank work.

What I find interesting is the argument that certified appraisers are no better than licensed appraisers, but everyone screams when a Realtor does a BPO because they don’t have an APPRAISAL LICENSE!

So I guess that everyone here recognizes that there must and should be some minimum level of experience and education to appraise property. Why should a client not have the right to determine what that minimum level should be for their needs? If they chose certified as their minimum level that is their right, not discrimination.

I liken this LICENSED vs CERTIFIED to (in the medical profession) an DO vs an MD. I have always felt that an DO who graduated from Palmer in Davenport, Iowa (vs an MD who graduated from the University of Iowa) took the "short course" either because he couldn't get admitted to med school or wanted the short cut. I have never allowed a DO to treat me nor allowed one to assist in the operating room (on me). BUT, they fill out the same forms. In your discussion, the LICENSED argument has an taint to it that has the odor of ENTITLEMENT. The LICENSED argument is totally phoney. Seems to me that when you took your short course and get into the appraisal business to compete with the certs that you would have recognized your good fortune and worked to improve your credentials instead of staying a private first class in the army until you retire.

Thank you. You're right. I've made an excellent living off my appraisal license for over 18 years, but those days are now gone. I'm ordering the courses this week and "movin' on up".

Let's see....Is there a designation higher than CG?:icon_lol:
