Look at the edges, if they are not spreading / delaminating, it's probably exterior grade; the essential difference is the type of glue used. However, the point is that the paint is peeling off, and letting the (ply)wood weather.
No matter the construction of the exterior - plywood, plain boards, whatever- the loose paint needs scraping and the underlying substrate needs a quality paint job.
