Why are you considering an outlier a comparable?
 
If that property sold for so "little" it does not fit the definition of market value and is not a comparable and just a sale.
 
Is the picture not of a house next door to a comparable MCG used in a report? Is not the point that, had he not gone to the neighborhood he would not have understood why the comparable sold for less than it "should" have?
