Urgent** Addition with no crawl space enclosure not manufactured

Hello, I have an urgent need on an appraisal. I appraised a house in Tulsa, OK for FHA. This house has a new additional that is well built, but does not have an enclosure around the crawl space.

Just completely open under that part of the house. The older part of the house has crawl space and crawl space access.

I can' find anything from FHA on this.

I'll include a photo to show what I'm talking about. What do I do on this one? Require foundation inspection? I've never run into this before on an FHA appraisal.

Leaving the area open could lead to a number of issues. Moisture, creatures. Not sure how cold it gets there. But freezing water lines would be another thing. Is it me or does that post in the bottom picture has a serious lean. The spans between the concrete piers seems excessive. Another thing is since it is new. You could check on what local building regulations might require.

i don't know about the underneath posts supporting all the weight, looks a little light on the support, but what do i know. if the outside had been covered you wouldn't have noticed that. anyway, you could call it a safety issue with kids, or bears resting? that is mostly a cosmetic item. did you ask the home owners who did the work there. and if this is a sale i would be a little more nervous about them posts, or lack of more support. but i to am scratching my head with what to do. i think an underwriter would say the work isn't completed, and they can say that.
 
Was the MH new? FHA doesn't take a used one that's been moved, does it? It belongs on a 1004C form, correct?

It needs enclosed and on a permanent foundation. Call the Direct Endorsement Underwriter. Or contact HUD in OKC - (405) 609-8400 and have them direct you to someone who can answer your question.

Not a manufactured home. This is an addition to an older home.
 
What about all of those pier foundations at the beach? Or those 1900's built homes with no foundation skirting?

Or those finished sumrooms off the back of a basement home that you can walk under?

As is, note it in the report and move on. Let the DE UE decide elibility.

Unless it was in the plans and specs for a foundation skirting.

Tulsa can get below zero in winter. I wonder if there is a permit for the addition and if any plans were filed. I doubt a code would allow for it to be open.
