I would not. If the property were in my state I'd be more worried about "snakes in the grass" than any of that stuff. Don't know what kind of poisonous vipers (if any) Oregon has. That falls in the "junk and debris" category and one could make the argument that it affects marketability, and a picture should be included, although I wouldn't make that argument either. I do a lot of rural, and I could generally find something like that out on almost any limited acreage parcel that I cared to look hard enough at. If you're worried about it, include the picture, but you're going to need to explain exactly "what the health and safety issue is" if you're going to call it such. I just don't see one.
