How strict is FHA/HUD?

I'm dealing with a house that the owner just can't seem to get things fixed before they call for a final inspection. The second floor had a light fixture hanging by the wires, I stated in the report that it needed to be properly affixed and not hanging by the wires. One picture is what they did, the other is what it was. Technically, it's somehow affixed and the wires are in the box, but is this acceptable to FHA/HUD?

IDK how strict they are in reviewing a repair, but it is not typical for a ceiling light to have exposed wires and insulation, which their "repair" still shows. The verbiage for subject to repairs might be to specify the repair be done by a licensed or similar qualified professional ?
 
I wouldn’t worry about it either. I assume the house is a c4 on a good day. I would think anybody lending money on those homes knows what they’re lending on. If they don’t want to, they don’t have to.
 
If the conditions of your appraisal are not met, don’t sign off. Full stop. Not only is your license on the line, but your personal integrity as an appraiser, especially. Either the work is completed to your satisfaction as the prudent eyes and ears of FHA, or it’s not. Repeat and make it clear what needs to be completed if necessary, but don’t just endorse what you know is subpar or otherwise unsatisfactory.

I once had to do four separate 1004D completion inspections for the same FHA loan because the contractor tried to cut as many corners as possible. At that point, it becomes an insult when the contractor so ineptly tries to recruit the appraiser into acquiescing to his shoddy workmanship or shady practices

Seems shaky to me. Looks like the changed the box and are using the foam to hold it in place and the fixture doesn't really cover the box flush. They could've at least trimmed the foam. They would've been better off just putting a single bulb fixture like you see in a basement or just capping off the wires and putting a blank cover on it
 
Does your lip-and-tongue test come before or after the head-and-shoulders attic/crawlspace thing?
