1/2 Bath in unfinished basement

Appraising a property with an unfinished basement.
In a little partitioned space, down in the basement, there is a toilet & wall-hung sink.
I want to report the 1/2 bath on the grid;
However, the UAD rules apparently says it is impossible to have a 1/2 bath in unfinished space.

I can't be the 1st...... So, How has anyone else dealt with this?

Sure -- You could consider it finished:

Ha! reminds me of when I first worked construction in an apt building rehab. A toilet was plumbed for the benefit of all trades, but the sheetrockers only leaned up a half sheet of drywall against it for their contribution. I think they still used the joint compound buckets.

So you could count the sq ft and back off for quality. Or not count it and comment that fixtures exist. Someone went to the trouble of winterizing it looks like. Trouble with those sorts of locations (even with walls) is whether the drains pitch properly to the sanitary line.

Personally, I would not call that a finished 1/2 bath or a finished anything. It is a toilet installed on an unfinished concrete floor and a sink stuck against the unfinished block basement wall...to me this is not really much different than an unfinished basement with roughed in plumbing for a potential future bath. I would simply describe in the addendum and not include it in the sales comparison grid unless it has significant enough value that it would warrant an adjustment to the comps (which is doubtful in the markets in which I appraised). In that case, I would include it in one of the blanks lines at the bottom of the sales comparison grid.
 
Agreed, unfinished. Add for the two plumbing fixtures on a spare line at the bottom of the grid or under Energy Efficient Items if all the grid lines are taken up by the usual unnecessary AMC BS.
 
...and if the husband or wife's digestive system makes this their spouse's bathroom of choice for them? Priceless.
 
Good thing for you they dumped that bottle of bleach on the floor before you arrived. And what's with the red tags?
