1 story equals how many feet in height?

you guessed correctly.
I call those two story multi-level homes in my reports. Though I wouldn't argue against 1.5 story either.

If you fall off the roof of a multi-level home, you will go to the hospital.
If you fall off the roof of a four story home, you will go to the morgue.

Technically a separate level--would we call that a separate story?
As a split level, it is just that. I would not describe it as even having "stories"... You have bi-levels (2 different levels), a split level will have 3 levels... and I don't think I've ever seen a 4th split except as a basement. I have seen 4 stories -

ANSI has the answer...

2.6 Level
Areas of the house that are vertically within 2 ft of the same horizontal plane.

each level is 1/2 story. looks at the stairs, they typically are 1/2 the size of a normal stair. i have seen 3 story townhouse here that had a almost every room on a different level. outside it looks like a 3 story, but with the lenders philosophy we would say 6 story. it's the same story with a cape, typically called 1.5 stories, but 2 full levels. i'm not sure you can win the argruement with the lender, and to bring yourself out of hell, you say 4 story on the front page. then you say what it really is in the narrative part. for future protection when a normal reader sees 2 story. i also see that public records call them 2 story all the time here. maybe go that route, county records?

i have seen 4 level splits when they finished the attic. in one house it seemed like the house went on forever, but they put a bath and bedroom in the attic part. it was like a private suite. the attic also had a partial bump out which gave them a normal bathroom & closet space.

... It depends on the house how many feet.
