No. "By reference" means that the client already has a copy of the original appraisal. The "Incorporation by reference" option can only be used when the update is for the appraisers original client.
AND.... the use of a 1004d for "Updating" ... IS a new assignment!
We need to get folks (we'un appraisers) to stop confusing incorporation as if doing so is not a new assignment when in fact a different (new) real estate appraisal is involved (Update). We need to stop calling something a "new assignment" when what we mean is a different reporting format and different SOW, yet both "new." Don't you agree Brother Boyd?
