1004D final inspection on an FHA. but in initial appraisal through a different lender.

I found this on appraisal blogs. I have loan already closed and I think I can do it using 1004D without checking any boxes on 1004 D and explaining in narrative.

I think it does have something to do with GSE on what form their software recognizes.


It is not a problem for a GSE using the 1004D is what I am gathering. I would rather use another form, but the lender has not sold the loan yet and underwriter is saying use 1004D and don't check any boxes on page 1.

I did the original appraisal but time is running out on how long it is good with VA.

I have already talked to new owner and she says no damage she is aware of. I think I can do driveby and use 1004D and narrative. VA said not required but they said they didn't have problem with it.

I am going to wait on new owner to call me back and confirm no damage to her knowledge before I proceed.

Another thing that concerns me is Owner and or lender may be able to help borrower on FEMA assistance if damage is already there from winter storm.

My client is VA/lender. If FEMA can help my client and new owner, I want them to know.
 
Make no mistake. I don't think 1004D is right form on FEMA disaster inspection because of terminology and purpose. @DWiley may disagree.

I am putting my assignment on hold. I have notified my clients and they are happy thus far.

Let me explain. Lender is wanting to sell the loan within certain time frame and FHA and VA time frames vary depending on update on value definition.

Some lenders have similar local time frames before needing a new appraisal.

I can't really complete this assignment based on preliminary analysis without confirmation from homeowner that they are not aware from any damage from FEMA disaster.

It is not a FHA requirement. It is not a VA requirement. The requirement is coming from investor a/k/a Fannie/Freddie.

I like other forms but I don't know if owner/lender/VA/FHA etc is happy with using 1004D for scope of work on appraisal assignment.
 
VA told me this morning not a requirement. They pretty much threw all that requirement on the investor. The lender told me same thing.

Do you know why I asked @DWiley because he is in a natural disaster at moment?

My little homeowner that already owns home is saying I don't know if we have any damage yet on a transaction and loan that closed a long time ago.

She says let me call you back if I see any damage.

Response: Okay. Sounds fair.
 
Memphis sent several crews to Nashville where @DWiley lives in natural disaster from FEMA.

I didn't know where Memphis would send utility crews. I didn't know if they would send them to Oxford MS or wherever. But Memphis sent some utility crews to Nashville.
 
I don't really know how FEMA works on disaster assistance. I am more nervous on getting involved than getting like $100 to $150 on disaster inspection.

The lender is wanting to sell the loan to investor and needs this. I got that part.

VA said it is not a requirement of ours with me.

I am worried about me.

VA said that is not something we get involved with. The NOV is issued. They told me I have met my requirements for the assignment.

The new homeowner has not called me back. That makes me more nervous after speaking with her.

I'm out.

I am not sticking my neck out on disaster inspection for lender that has not been able to sell loan to investor. I originally said I would try.

I'm out. VA says I'm fine. Lender says can you do this?

I am done. I needed that money too.

VA says don't do it if you don't want to.

Owner could possibly get FEMA disaster money. I don't want in that.
 
VA is a little different from FHA. VA is my client. FHA was more that way at one time. It changed.
