1004D final inspection on an FHA. but in initial appraisal through a different lender.

FHA is not the Client. The Lender that engages you for the assignment is the Client. FHA is an additional Intended User.
 
For a 1004d inspection for repairs, or a disaster report, or just take a picture of the front of the house, it don't make any difference who or what orders it. You momma can order it. It is not an appraisal, as was newly defined years ago using the term 'value'. Is that simple enough for you worriers. And the diety now ordering it is the client on the signature page. But noticeable on the 1004d, they do ask for the original client name at the top. So they do expect this sometimes changes with this request.

Yeah, FHA and VA are different. VA is the client. However, I can get another VA appraiser to do a 1004D final inspection for me or VA will find one to do it for me if I can't do it.

Years ago, FHA had their own fee panel like VA has now.
 
Under USPAP, the "client" is the party (or parties) that engage the appraisal assignment (either directly or via an agent, e.g., via an AMC). In the typical FHA assignment, the engagement is performed by the lender (or AMC), not by FHA/HUD.
That is right. How many clueless people engage the appraiser for FHA loan and are the client?
