2055 interior

I just got an assignment for a 2055 Interior appraisal. I have always done an interior 2055 on the old 1996 form. I was informed by the AMC that Citizens will not accept the old form and require it to be put on the 2009 2055. No, your mistaken, I said. That form says in BIG LETTERS on the first page EXTERIOR ONLY. This, along with the included statements, unequivocally limit this form to exterior only. Big time USPAP violation, no? Don't worry she says, Citizens assures us that, as the '96 form is no longer an industry standard, the use of the 2009 form is required. Well, why not order a 1004 then? Am I wrong in absolutely turning this and all similar assignments down? Is it sufficient, as the helpful AMC agent offered, to include a statement like " the use of the form is misleading but the client required it so, like, I'm sorry but whaya gonna do?"

The AMC person is a an idiot without a clue and Citizens is simply trying to get an interior appraisal report for an exterior report fee. Both are wrong and you are right in either changing the assignment to a 1004 or telling them to find some dumbass appraiser that doesn't know USPAP.

I charge the same fee for interior and exterior reports as the liability is greater for a 2055.

And just how are you dealing with Cert. # 9 on the old form?

The departure provision of USPAP no longer exists.
 
The scope of work outlined on the form is noted as a "minimum". It does not seem like a violation of USPAP to expand the SOW beyond the minimum requirements noted in the form. Considering the pitfalls of that form, without completely substantiated information on the subject that does not fall into the certification 10 exclusion, those that would insist on interior inspection and measurement as an addition to the SOW are just being responsible in the event the client will not accept the 1004 and insist that the appraisal be completed on the 2055.

Fee issues are an aside of course for the above as the negotiations will always die as long as there are appraisers that are under the impression that they can EA away the interior condition and GLA of the subject when completing an appraisal on the 2055. Fortunately for those appraisers the lawyers never figured out how vulnerable that form leaves the signer.

There is no comprehensible reason to use the current 2055 for other than an exterior-only inspection.

The only reason that comes close to making sense is they think they can get away with a lower fee, and to a typical AMC, that is the most important issue.

..or there is an interior condition issue that they wish not to disclose..even though if you read the fanniespeak fine point, simply because it is exterior you are still required to find some current source of information regarding the interior or ask it be upgraded to a full inspection.
