I know that basically there are less than 6 appraisal software providers and none are large enough to keep going for long on a shrinking base of customers. Only a Pay Per use cloud based system can survive.

Again, you are referencing different segments of clients and intended use and users.

USPAP applies across the board. Different animal. Microsoft word or equivalent is software many appraisers use and USPAP compliant.

If independent software providers didn't provide it then the GSEs could easily provide their own Cloud Based Software and charge lenders and appraisers access. A charge per report say $50.00 and it would end the old legacy providers for good.

Rotating just keeps bad appraisers in business and there's no benefit to be good or offer better service to the clients.

No I believe clients should select the best appraisers they need at a competitive fee for their borrowers and that rotation systems keep the bad appraisers in business.

Yeah Uncle Billy and Pop certainly helped by dying sooner than later but hell 93 and 95 isn't bad with no days spent in hospitals or on meds both died in their sleep...lol
