Right now what is an appraiser supposed to do?
1) Changing software is very difficult to do; especially since not one single software company is really beyond beta or development stage. When an appraiser has been doing appraisals for 10 or 15 years with one software and knows it well, to change takes tremendous time. And it is still necessary to keep the old software because files are not easily transferred. And how is one supposed to try different software without actually having to do an order? You don't really know how bad or good a software is until you have used it for weeks. We don't have weeks of experimenting. If this was a year out from full implantation, and software companies had their acts together it would be different. Also not only does an appraiser have to learn software, but an entirely new form and how it operates. This is just idiocy.
2) We only have 2.5 months before this goes full time all the time. That's not much time. This is the busiest time of year for appraisers. So deciding to change software this time of the year is the worst possible time to do that. I have changed software before. I went from ACI to Total back in about 2000. It was not an easy thing, and that was when the programs were pretty simple, forms were far less complex, the scope of work was simpler, and they weren't very expensive. And it took me weeks to learn it well enough to become efficient, and I only did it because there was someone else in our real estate office that was using it and I could see how the software actually worked on a day to day basis.
3) The GSEs pushed this down our throats without enough time to adequately prepare. This is terrible mismanagement. Based upon what I have read on the Total web site about their software they are really months away from just getting a truly operable system. And when I mean operable, I mean the bugs are worked out and the necessary features on included. No software will be perfect; especially when it is essentially new. But at least it should be functional. Therefore, testing beta software is really a worthless endeavor because we really don't have anyone with a final finished product.
And as far as the GSEs yes, I don't expect them to recommend. But they should also be listening to what appraisers are saying. WE ARE NOT READY, BECAUSE THE SOFTWARE COMPANIES ARE NOT READY.
