Different area's of the country, different requirements; what was legally approved is the ?
once anyone decides to turn a Den into a BR, they have exceeded what was approved. Small Lots, limited ability to expand (no or minimal reserve area).
The fun part here is the shoreline, with smaller lots, which has lead to new distribution set ups; all in all it still requires local Health Inspector approval for BR number. Always a challenge and changing with new developments in sub surface distribution.
