Statement of work is not an issue here - the lazy *** property manager is trying to get you to do his or her work. You are NOT a tenant management or CRM (customer relations manager) you are the APPRAISER and the owner wants a lot of money based on your appraisal. You call the owner and the property manager. Tell them you will need to see in ALL units, no exceptions (you may have to be quick but you will go in all of them even if its for 10 seconds). You have xxxx, xxxx and xxxx times available. IF all units are not available when you arrive for what ever reason then you will have to return and a trip fee will be charged. The you call the MB and tell them that the owner/manager will call back when they have arranged for entry to all units.

Her court schedule is not your concern, there always an assistant manager for every manager. If you have to wait a week to get in so be it.
 
Even the court adjourns (unless they are on a sequestered jury) after pretty normal business hours. I would ask if I could go to the property, take my pics, measure and wait on the manager to get there so I could view the interior of all of the units. After 20+ years it never ceases to amaze me how some people live. If I had to make more than one trip to view each unit, I would charge accordingly. I think if you offer positive suggestions it won't make the lender or the owner angry. You can be a little flexible.....
 
You should never have any direct dealings with tenants. It is the owners responsibility to personally or through the management company to see that arrangements are made for someone to be there to open the units for you. Never take opening a unit upon yourself. Those tenants have a form of ownership over the unit. They don't like to be disturbed. Let the owner or management people call and set it up and be there to open the door when the tenant forgets the appointment and is gone. And never take a management persons word that it is alright to just use the key and go in.

If the owners don't want to do it or delay, it is their problem, not yours. They are the one's who want the loan. Client calls, you just say that the owner has not made arrangements for you to see all of the apartments at one trip. You would be happy to do multiple trips but there would be a trip fee for each additional time you visit the property.

My policy is that if there is not someone there to open the income property up for me, I don't go in.
 
I concur. Inform your client you will do the appraisal inspection when the property manager gets it set up. Watch how fast the owner gets on the manager's case.
 
wonder why the manager is in court?:new_smile-l: Yep, taking his or her word for ebbery tang to do with this cream puff.

I always demand that a person escort me though each unit.

and YES I even want to see the unit that had the big kitchen fire last week that no one has the key to.

Many of the units in the Los Angeles have tenants that speak no English.
