Of course USPAP permits it now. It's been changed so many times that the same usual suspects always get what they want. It's a joke of a standards document at this point. People should be looking at their state laws. My state requires that the certified appraiser is personally and actively supervising the person providing the field appraisal assistance. And I've pointed that out many times. But if the states don't enforce their laws and rules, then is it really a law or rule?
The SOW for an appraiser who is not inspecting the property doesn't include ANY "field appraisal assistance". Nor is the PDC performing any appraisal analyses, opinions or conclusions.

Aside from that
Have you even looked at your state laws and regs? Because here's what it says about "supervising". And that "trainee" is a defined term in this statute.

There's another section which refers to "assistance" but it's just a disclosure requirement. It doesn't say anything about supervision

As for the use of any data source which is external to the appraiser's own SOW, if the appraiser agrees or disagrees with the info being reported or otherwise opines the info is usable then that agreement or disagreement is their own opinion. We always make assumptions about the accuracy of the data we use which is provided or developed by others. That's a standard assumption. It's not even specific to these desktop assignments as a group.
