Appraisal Institute Applauds Senate Banking Committee’s Upcoming Markup of Key Appraisal Provisions​

Why Mortgage Lenders Are Ignoring Trump’s Rollback on Home Appraisal Reviews​


Some of the country’s biggest lenders, including JPMorgan Chase & Co., Bank of America Corp. and U.S. Bancorp, said they would make no policy changes as a result of the rollback.
New American Funding, which also isn’t planning to change its approach, was the only financial institution of more than 10 contacted by Bloomberg to disclose information about disputed home valuations. The Tustin, California-based mortgage lender, which provided roughly $14 billion of mortgage loans last year, said an average 2.5% of its customers request new valuations each month. Of those contested, roughly 22% are found to need an adjustment. New American didn't share a breakdown of borrowers’ requests by race.

“The changes have made it much easier for the borrower,” said Michelle Rogers, New American’s chief valuation officer. “It’s more transparent and the borrower knows they can initiate it.”

PAVE recommended more training for home appraisers and higher standards for appraisers seeking to qualify for professional licenses. Those changes were handled by the Appraisal Foundation, a nonprofit organization that serves as the regulator for home appraisers.

A spokeswoman for the foundation declined to comment on the Trump administration’s recent changes, but said that new education and licensing standards put in place last year are still in effect.

Tuesday, July 30th, Senator Reverend Raphael Warnock voted to advance legislation that will improve access to affordable housing. The housing legislation was voted out of the Senate Banking Committee by a vote of 24-0 and will now go to the full Senate.

Either vote to pass it through or take the chance of being called a racist, etc, etc. It reeks of DEI, which will make passing the bill difficult at the best

It's not a "professional license" when you make less than an Uber driver or delivering food for doordash.....

The website you reference is confusing Warnock's proposed legislation (which is Senate bill 2322 and has not been voted on at all by the Banking Committee) with another bill called the Renewing Opportunity in the American Dream (ROAD) to Housing Act of 2025 that was voted out unaminously by the Banking Committee.

Here is a link to official legisaltive history of Warnock's Bill, which shoiws it has been referred to the Banking Committee on 7/17/25, but has yet be voted on by that committee: https://www.congress.gov/bill/119th-congress/senate-bill/2322/all-info

By the way, there may be some appriasal-related items in Renewing Opportunity in the American Dream (ROAD) to Housing Act of 2025 that you and other appraisers may object to and which may not be known to some of the ssenators who voted for the bill, but if you are going to fight against a bill that you think negatively affects your profession, then you probably know exactly which bill actually passed out of the Banking Committe and which bill you are actually need to fight.

It's not a "professional license" when you make less than an Uber driver or delivering food for doordash.....
It's really not a professional license but
a occupational license and a tax paid to your state. No different than a barber, contractor or any other trade license.

I don't know anyone whose ever really considered residential field production appraisers to be a profession. If you don't believe me just ask anyone in the public or others in the Real Estate Industry.

Why would I weep? I am going to get paid the same whether or not this bill passes.

In any case, some language from Warnock's appraisal modernization act made it ito the package, but not all of it and some of the language was changed....in any case if you are going to fight against some bill, at least take the time to know what bill you are fighting against.
