I have found that the homes in the same neighborhood will typically give you are more reliable value, even if all your adjustments are up. This depends on reliable supported adjustments. The only reason bracketing was invented was to prevent fraud from an appraiser stretching the value by having all upward adjustments and using a very large unsupported GLA adjustment. I will typically used the most proximate comps, and add another that "Brackets," and give it no weight. I will explain that it as only provided for bracketing purposes.
Be careful of using other neighborhoods. I remember when realtors or homeowners would come up with comps from other neighborhoods, and I would say "That would be an excellent comp, if the subject was located in that neighborhood"
