What is false and misleading about "they could" which has everything to do with the HUD rule. You just read more into it.

The author implies a connection by saying they COULD receive HUD grants or they MIGHT consider signing on with HUD.

The only "implication" is in your interpretation of what it says as opposed to what it actually says.
