Yes, I believe you need that exe, and no - Spybot™ has misidentified that program... :-( I believe the "WT" stands for "WinTOTAL"... ? "API" generally stands for "Application Programing Interface" or synonymous variations. I am surprised that ALM tech support didn't mention that - did you tell them you had deleted a file like that?
Anyway, it sounds like you may have disabled your registration. I believe they have a tech doc on that - how to restore your license they issued, but I don't know exactly which one it is, myself.
If you are in a bind, you can try e-mailing me your sketch file. I can load it up and save it as either an image or a PDF and you can insert it as a work-around until you get your license restored. If you want to do this from within Apex while you are integrated, you'll need to do an "Export" (File|Export > File...) since WT disables the "Save as..." menu item in Apex. Otherwise, you can run Apex in Stand-alone mode and do a regular "Save as..." and attach the AX3 file to an email. The "quick key" for Export is [Ctrl] [F12] - be sure to save the file as something unique rather than the silly "Sketch" name... something like the address or similar will help you identify the file if you need to send me more than one.
