While it is not unusual for a request to bid to contain a provision that the property must be inspected by an MAI and/or the report must be signed by an MAI, in this case, the word used for the parameters of the new appraiser selection is "should." Of course, given the companies they selected to bid, I would expect an MAI to at least sign the reports.
I didn't know Navigant had an appraisal division. My brother is or was a CPA with them. Haven't talked to him lately...
