Appraiser Bias Education

Y'know, it was kind of a revelation to put the picture together, how government employees and services can have a real impact on property values. In some areas, the roads are well marked, no potholes, flowers in the median, and in other areas it all looks like blight. When property sale prices are low, likely property taxes are low, which means less money for street maintenance, police, parks etc. Kind of a self-perpetuating downward spiral until the powers that be say "gentrification" or some such thing, and suddenly there's money to make improvements. But I do think crime and law enforcement issues are pretty high on the prospective home-buyer's awareness list. And that affects sale price and demand. It's just sad to see that some areas have been the 'armpit of the city' for decades as issues have not been solved.

On the other hand, bottomed out prices provide cheaper places to live, so maybe there is SOME benefit in those neighborhoods?... better than living in a cardboard box under the overpass? I dunno....
 
Taking the USPAP class I quote: The FHAct can be violated through disparate treatment (treating individuals of one protected group differently from and less favorably than others not in that protected group) and disparate impact (employing neutral policies or practices that disproportionately harm members of a protected group, except when those policies or practices are justified and there are no less disproportionate policies or practices that could be used instead).

So if in our neutrality we are having a negative impact then we are having a disparate impact UNLESS when those policies or practices are justified? What the H does that mean? That is so nebulous it could be twisted in all kinds of ways. And talk about leaving us open to liability!!
So I'm reading 'if you treat everybody the same, you could be wrong', and 'if you treat somebody different, you could be wrong'. Well, that clears it all up.
