It looks like the appraisers who think they can pick and choose their required duties could be the reason this thread is STILL going.
And apparently its your new mission in life to make them see the error of their ways since you are now the new self appointed FHA expert.

The ambiguities of the FHA handbook are too numerous to mention. Welcome to government work.

If the Property has a septic system, the Appraiser must visually observe it for any signs of failure or surface evidence of malfunction. If there are readily observable deficiencies, the Appraiser must require repair or further inspection.

How that is done when they marked it public is beyond me.
I didn't "conveniently leave off" anything. How would an appraiser performing a visual observation for surface evidence of a malfunction (please describe an example of that for us while you're at it) have helped you with your current dilemma? You continually go back to separation distances as your main complaint. Those separation distances only exist for communities that do not have their own standards. If the sewage disposal system is acceptable to your local health authority then it's acceptable to FHA. Please post something from your local health authority indicating that the separation distances between your well and septic system are unacceptable to them and then we might be able to move on to your "appraiser marked them public" complaint. Please tell us when your subdivision was platted. Some (presumably licensed) well company thought that was an acceptable place to drill a well and we need to get to the bottom of that before you start accusing the appraisers on this forum of malfeasance.

I don’t make the rules. I wasn’t even aware of the rules and apparently neither are some appraisers. I hope this helps inform and prevent this situation for everyone’s part.

As stated I don’t make the rules neither do I hold an appraisal license. Maybe you should ask FHA how you are supposed to do that.

I know precisely how to do that as I have been doing it for close to 30 years now. I would happily describe the process to you as well if you weren't being such an azz.

Then you are aware the appraiser did not complete their due diligence.

The appraiser could have performed all the required observations and simply cloned a report that had the "public checkbox" marked instead of private. Sloppy but not evidence of a lack of due diligence. If you had better credit and a sufficient down payment where would you currently be in this transaction? Your FHA criticisms are getting old.
