Your best defense against dogs is to not be scared of them. I love dogs and have two large and protective beasts of my own.
If you are scared of dogs, get to know some. Contact a local breed rescue for one of the larger breeds and explain your situation. Ask to come work with the dogs for a day. Someone who is a good enough person to rescue dogs will be happy to help you and teach you how to deal with strange dogs you may face. Who knows, maybe you'll be converted and gain a lifetime friend!
My biggest worry about dogs on inspections is stepping in what they leave behind! Yuk! First thing an appraiser in the field learns - look down before you wander around.
