I talked to my client today and he says that there is a mexican standoff over wheather the utilities will be turned on for the inspection. My clients bank wants the inspection done with the utilities on and the bank in posession of the property (there is a stage coach in their logo) says not going to happen. So I sit and watch the ball bounce.

I'm still waiting to hear who your client is?

Is it the buyer?

Is it the buyers bank?

From this statement, we can eliminate the lender holding the property as the client, and this is the proposed client that most were giving answers on.

An educated guess is the client is your buyers bank, they have every right to demand the utilities be turned on (whether it is subject to or as is). Other than that, it is just your basic assignment.
