Water heaters are to be up to code. Straps are required only if code requires them. Look in the HOC reference guide for water heaters.

Is that “up to current code” or up to code when it was installed?

A bit off the topic is the fact that all it takes is a single appraiser to bend to the will of an idiot underwriter and suddenly a single stip can become a new guideline by a lender or AMC. I.e.; Pictures of every single room.

I always take a pic of the water heater if it is a FHA appraisal. I never comment on the water unless it appears not to be up to code.
