Attic Insulation

Can anyone tell me what type of insulation this is?
It looks like wood fibers and it was damp kind of like a beaver's nest. Not sure why because I didn't see any stains under the roof or on the ceilings. Is this acceptable for FHA? Home was built in 1970 and renovated, but there are a couple of things that fall short of MPRs. Wondering if I should add this to the list also.

Are you sure that isn't mulch?
 
Looks like their prepping the attic to grow some "unprescribed pain killer".
(we probably need UCBruins professional opinion on this topic...)

Your guess is as good as mine. It's not just in that section. It's throughout the attic. Was mulch a cheap way to insulate back in the 70's??
 
The good news is that it's cheap. Bad news is that you have to mow it!
 
Only material I can think of is "rockwool" LINK
However, if it was *damp*, no matter what it's made of, it's not insulating the heated/cooled space.
Also, damp stuff is heavy, tends to breed mold, etc., not great for any sheetrock beneath it.
 
Who knows -- Did you bring up this issue - Because FHA say stick your head up-there -- SO I HAVE A feeling you are the one who made an-issue ? FHA does not require insulation - SO tell us more ?

Don't think that is it, but thanks. Rockwool looks more like rock than wool. and I say this insulation looks wet, but it may be the normal color and texture for all I know. Didn't touch it to confirm. No way I'm disturbing that. Makes me think about the movie scene where the guy is digging around fertilizer not realizing it's cow shat.

No I'm not making an issue. I know FHA doesn't require insulation, but we are suppose to describe what we see. Only came here to get help in identifying and understanding what I was looking at. I needed more information myself to determine if it was an issue and after reading andrew81's response, it is not. But thank you anyways.
