Attic Insulation

Looks like cellulose like old egg carton. Boric acid as fire retardant. Unless really tall joists I'd say it has settled and inadequate.
 

..and your best guess is actually the best answer. Based on some of the pictures and descriptions, I believe this is it. I misstated that the property was built in 1970. It was actually built in 1953 [looking in the wrong field]. Balsam wool was introduced around 1950. It's hard to believe that the roof has been replaced twice within the last 15 years but the insulation wasn't updated. The wood chips may have been from when they replaced the roof twice. Thanks for the info!

OTOH, just because the shingles were replaced, doesn't mean the wood/plywood underneath came off. Other than you, there may not have been anyone even look in that attic in last 10 years.
 
Really looks like it is inadequate too. Add or replace
