Does ANSI require finished basements to also have 7 foot ceilings or is the 7 foot requirement for above grade living area only?

I could not find anything in ANSI Z765-2021 that specifically addresses this topic.

ANSI 7 ' ceiling height applies to above and below grade finished areas.
 
unfinished 5 ft basement ceiling could be called a crawl space. so what do you have, a finished crawl space. let the underwriter's head explode. maybe make an adjustment on functional utility line and still call it a finished basement. people from the 1700 & 1800 were a lot shorter.
 
people who buy old historic homes for their charm. they already know about low basement & sometime low 1st level ceilings. most people are under 6', especially women & children. i see many basements that look like the owner never went down into, all the spider webs i have to brush away. either or, it's mostly for utils and or storage use. i might make a larger adjustment on a more functional finished basement, but ignore the unfinished ones. sometimes the finished basement ceiling gets lowered to 6'.
 
Probl'y an old house.

Its a cellar.
