Basement or extra storage add's to appraisal value?

2bd 1ba SFR in San Jose, CA.

Have an underground basement below living space. Have racks that have been used as storage. Have a latch door that swings up and steep stairs that lead down to the basement.
Can see the foundation in the basement and a small crawl space for maintenance.
Have a light and smoke detector installed.

On a tight budget, should i leave it as is and if that adds some value to an appraisal?

Or how should i convert it so it adds value to an appraisal?
 
It's not likely that the cost involved in improving the basement will be returned by the market.
 
Leave it alone converting it can be done by a new buyer to his/her wants and needs :)
 
Typical California basement with no additional value in the market.
