Basements vs cellars

i call it a basement, my parents call it a cellar. i think it has to do with long ago, when many rural people came into the city during the industrial revolution. i know about storm cellar from the wizard of oz & root cellar from old cowboy shows. anybody remember the word 'parlour'.
