Bathroom without a sink, what are the requirements?

Got a call today and unfortunately I was not totally sure about how to answer the question. Subject has one functional bathroom upstairs and a 1/2 bath downstairs, the downstairs bath does not have a sink in it. My understanding is that a sink and toilet must be present to be labled a 1/2 bathroom, but is it correct to condition the report "subject to" a sink being added, or is it acceptable to only give credit for one bath, and adjust for the lack of a functional bath downstairs and make the report "as is"? Thanks

Common sense, personal hygeine, and the fact that you might wish to use that hand to hold food or a beer with as well dictates that there be a place to wash that hand. Make it subject to. It is a SANITARY issue. I follow the 3 S's....Safe, Sound & Sanitary.
 
We call 'em ***tters around here. Usually shown as 'SHTR' on the report in the comment section. The homeowner typically says it's not used, but we all know the wife sends the husband down so not to mess up the upstairs full/half/public bath. A nominal credit would be given depending on the reading selection available at the time of inspection.

IMM, of course.
 
Also known as a 1/4 bath.
Have seen homes in poor sections of Phila. -years back- where full bath lacked a sink.
Guess they wash hands in tub.....?
 
I had a similar situation . I called FHA and they didn't know how to answer, so I called the building inspector to determine the definition of a Bathroom . The building inspector said there was no requirments for a bathroom. I ended up using in the sales grid 1 + bath and commenting there was a small room with toilet. Some older homes will have a "water closet" in my area.
 
It's a toilet. So what. A person washes their hands in the laundry room or not at all. Has the appraiser now become the sanitation police?
