Thanks all for the help. I must have been thinking about FHA and this is a conventional purchase. The one bedroom in the basement had a window that was 5 feet off the ground. There are two bedrooms above grade so good there. I took a photo of the bedroom basement window and described the basement bedroom's window height. Stated in the report that the height was 5' of the ground and that this could be a safety issue in case of fire.
And all my comps were circa 1950's to 1960's 1 story with basements also. In addition I stated that the comps with the exception of one had basement bedrooms also. The one that did not had an unfinished basement.
To further solidify my report I had knocked on the doors of the comps and with luck had one owner home. After much explanation to the homeowner, they let me walk through the comp. This comp was very similar to the subject with 2 bedrooms above grade and 1 bedroom in the basement. With tremendous luck the basement window for this comp was also very high close to 5 feet off the ground. I stated all this in my report and the phone calls about the other comps.
I reported that for the subject's era of house said high windows for basement bedrooms appeared to be acceptable in the market.
