Any time an appraiser accepts payment from the home owner the appraiser should use a receipt form that explains confidentiality and the procedure for the home owner to obtain a copy of the appraisal. This would totally eliminate the problem.

Also, the appraiser can give the home owner a copy of the appraisal IF the client gives permission. It is not a violation of Federal Law...as there really is no such thing.
 
Basic law 101!

Offer, acceptance and consideration is a contract.

Order came from lender (Offer,) you accepted, agreement was consderation would be provided by third party.
 
A simple letter explaining the rules should be sufficient.

I either wouldn't give it a second thought or I'd call the BBB and threaten to hide their walkers.
